Wisconsin Rep. Paul Ryan, the top Republican on the budget panel and a senior member on the Ways & Means Committee, is the author of “A Roadmap for America’s Future” (H.R. 6110), a plan linking tax reform with health and retirement policy, fiscal responsibility, and economic competitiveness. Ryan would give taxpayers the option of paying under the existing system or through a vastly simplified tax code that would eliminate nearly all preferences.
