The House vote to require the Congressional Budget Office and the congressional Joint Committee on Taxation to include macroeconomic effects in some official budget scores is enormously controversial in the policy world and among economists. To help unpack this complex issue, Tax Vox has asked several budget and tax experts to present their views on this process, known as dynamic scoring: Is it a good idea? How can it best be done? Where are the pitfalls? What can we learn from past experiences? Our authors include former top federal and state fiscal officials, policy analysts from across the political spectrum, and modeling experts. Over the next several weeks, we’ll post their blogs. We’ll also collect these essays along with other valuable resources in a separate dynamic scoring channel on TPC’s homepage. And, as always, we look forward to hearing your views on this important issue.
